COMBINED BIO-COAL-WASTE-CONVERSION-PLANT – PLUS SOLAR PARK

HOW TO PROCEED:

Below we point out ‘’project related steps’’

A) Preliminary basis for a fruitful and sustainable co-operation will be the definition of person / company which are the co-operation partner of the Project Development Team, and to sign a joint Team Working Agreement for development of Plants with qualified local partners.

1. Phase of promotion and acquisition; project presentation to prospective customers, such as Governments, Municipalities/Regions, Investors, Co-operation and/or joint venture partners.

2. To enter negotiations with the representative bodies mentioned above. Task is to receive written confirmation for contractual negotiations regarding the implementation, handling and treatment of Biomass from Municipal-Solid-Waste, conditioned to environmental saving and protecting aspects and possible generation of ENERGY, ENVIRONEMNTAL FRIENDLY, almost free of emission and CO² neutral during processing of input material and generation of energy.

3. Founding of local Project Company.

4. To select proper and useful land at a suitable location where the AWCP can be build and operated; size of land needed for Bio-Coal plant approx. 70.000 m² and for Solar Park of 13 MW gross 150.000 m².

5. To finalize negotiations and sign co-operation agreements between all parties involved.
a) With project partners;
b) with public entities for waste supply and for Energy- or Bio-Coal off-take;
c) with funding sources, both equity and loans;

6. Begin of examination of existing unsorted Municipal Solid Waste (MSW) - Morphology, plus Industrial/Commercial Waste, car tires, confirmation of available amounts. Request filled out questionnaire.

7. Investigation and examination of existing old, abandoned or new landfills and estimation of amount and composition of Waste already deposited on these Landfills, before treatment in new ‘’KSBCP’’.

8. Requesting list of Morphology of fresh Municipal-Solid-Waste (MSW).

9. Requesting List of availability of Sewage Sludge according to profile given by planning team.

10. Confirmation of available waste amounts in writing by using our questionnaire to Planning Team or its Representatives – for
a) fresh unsorted MSW
b) for waste from the Landfill and
c) from other sources of Biomass, such as green cuts, food processing plants, sewage sludge untreated, agriculture waste, and others.

11. If applicable: Fixing the ‘’tipping/gate fee’’ = payments by Municipality to waste-treatment-project-company for in-taking of MSW for treatment and conversion into electricity and thermal energy – per Ton and Year on terms of 20 years.

12. Parallel to enter negotiations with Energy Distribution Companies regarding the purchase of electricity and/or thermal energy produced by the Solar Park and by the power plant company using the Bio-Coal.

13. If Bio-Coal is used for producing energy by its own CCHP an average Feed in Tariff (FiT) of 8,5 Euro/Cent/KWh should be aimed at; this tariff can be negotiated in case of Government financial subsidies for producing ‘’Green Electric and Thermal Energy’’.

14. In case the Bio-Coal does not find use in Power Plant, the Bio-Coal shall be prepared for Export. Minimum price per ton shall not be lower than €180,00 per ton, ex-Factory. . We need to consider the CO²-Certificates which have to be paid by fossil-fuel users.

15. To locate prospective buyers for our Bio-Coal, such as Cement plants, any Industrial Plant which needs lots of electricity and/or thermal energy, and still uses fossil fuels. Such companies are prospective partners in the bio-coal project company.

16. To receive from National Power company a written confirmation for permission to feed in to the national Grid, and to confirm the FiT with regard to Solar Park. Feed in Tariff for electricity should not be below 5-Euro-Cent per Kwh.

17. To select financing/funding possibilities under above mentioned terms and conditions.

18. Indicate the amount or percentage of financial aid or subsidies the Investor / Project Company can expect, and if there are prospective partners from Governmental Institutions available.

19. To sign contracts between project company/investor and local Co-Operation and technology partners, such as local Development companies, Architect- and Engineer Offices, for the design + planning, supply, construction on turnkey basis, and inauguration’!

20. To negotiate and sign EPC-Contracts with all Technology Suppliers, and to obtain all necessary Insurance policies for the delivery, construction, operation of the future Plants.

21. To contract Special Engineer office for elaboration of the ESIA as part of the preparation of all permissions to be obtained from the Mu
